Interim Commissioning Project Manager – North London – £400 per day (Umbrella)
A North London Local Authority is seeking an experienced Interim Commissioning Project Manager to join its Children’s Services Directorate on a temporary basis. This is a critical role within the Commissioning Team, leading strategic transformation work aligned to the Safety Valve Programme, with a focus on improving outcomes for Pre-16 and Post-16 learners with Special Educational Needs and Disabilities (SEND).

About the Role:
You will lead on the design and delivery of innovative commissioning strategies that support the development of sustainable, needs-led local services. The aim is to reduce reliance on high-cost external placements while ensuring quality, consistency, and value for money.Key Responsibilities:
- Lead and manage key commissioning projects to improve services for children and young people with SEND.
- Develop commissioning solutions that support early intervention, local sufficiency, and improved preparation for adulthood.
- Oversee the implementation of frameworks and provider agreements to ensure consistent standards and cost control.
- Work collaboratively with stakeholders to drive strategic planning and influence service transformation.
- Monitor and evaluate commissioned services against performance indicators and agreed outcomes.
Experience
- Proven experience in a commissioning or project management role within a Local Authority, ideally within Children’s Services or SEND.
- Strong knowledge of commissioning processes for education placements, therapies, and transition services.
- Experience leading complex projects, engaging stakeholders, and delivering measurable results.
- Skilled in developing and managing contracts, frameworks, and provider performance tools.
- Excellent communication, analytical, and negotiation skills, with a solutions-focused mindset.
- Able to work both independently and collaboratively in a fast-paced, outcome-driven environment.
