A Swindon-based Local Authority is seeking an experienced Parking Team Leader to oversee the development, delivery, and management of all parking-related services. This is a key leadership role within the Highways and Transport team, responsible for ensuring effective on- and off-street parking operations, enforcement, and compliance with national legislation.

This is a key leadership role within the Highways and Transport team, responsible for ensuring effective on- and off-street parking operations, enforcement, and compliance with national legislation.
Key Responsibilities:
- Lead, develop, and manage all aspects of the Council’s parking services, including staff management, civil enforcement, and moving traffic enforcement.
- Develop and maintain the Council’s Parking Strategy and associated policies to ensure alignment with the Local Transport Plan and statutory requirements.
- Manage the performance of the Council’s parking contractors, ensuring customer service standards and DfT compliance are consistently met.
- Lead on the procurement and management of parking contracts, working collaboratively with internal support services.
- Oversee the performance and development of parking IT systems and ensure effective management of parking assets, including signage, lines, cameras, and pay-and-display machines.
- Manage operations across all off-street car parks, including multi-storey and surface sites.
- Provide expert advice and support to the Network Manager and Head of Highways and Transport on parking policy, service delivery, and strategic objectives.
Essential Skills & Experience:
- Significant experience as a Parking subject matter expert within a Local Authority.
- Proven leadership experience, with a track record of building and developing effective teams.
- Strong stakeholder management and communication skills, with the ability to lead multidisciplinary teams and partnership working.
- In-depth knowledge of parking legislation, DfT guidance, and enforcement practices.
- Experience in managing parking contracts, systems, and assets.
