Highways Contracts Consultant
Location: London/Hybrid Working
Rate: £630/day (Outside IR35)


Overview:
A unique opportunity has emerged within a Central London Local Authority for a Contracts Consultant. The Highways Contracts, encompassing the Maintenance and Management of Carriageways, Footways, Street Lighting, Bridges, Structures, and Drainage, alongside the design and implementation of Public Realm works, are reaching conclusion. Re-procurement of these vital services is essential to ensure the delivery of statutory and non-statutory Highways-related services.

We are looking for a Consultant that can come in and complete the delivery of the service contract.
Responsibilities:
  • Procurement of suppliers with specific Technical & NEC knowledge.
  • Development of contracts for various services including:
    • Highways Maintenance Management and Public Realm Projects (Reactive, Routine Maintenance, PPM Carriageway and Footway, Public Realm, Drainage, and PPM).
    • Reactive, Routine, PPM Public Lighting Maintenance Management, Electrical & Mechanical Services.
    • Bridges & Structures – Maintenance and Improvements (Retaining walls, underpasses, statues) Reactive, Routine, and PPM.
    • Compliance and Audit Services.
    • Professional Services – Project Management, Asset Management, Security Schemes.
  • Provision of NEC contract development & management training for Council employees involved in Highways contract re-procurement.
  • Offer guidance on best practices in contract evaluation.
  • Provide Project Management Support for the procurement process, including Procurement Strategy Development, Project governance, Competitive Dialogue Negotiations.
  • Lead on Evaluation of Tender submissions.
  • Assist in the council's contract demobilisation.
Requirements:
  • Demonstrable experience in Highways Contracts procurement and management.
  • Expertise in Technical & NEC knowledge.
  • Strong understanding of Highways Maintenance, Public Realm Projects, and related services.
  • Proven track record in contract development, negotiation, and management.
  • Ability to provide training and guidance on NEC contract development & management.
  • Excellent project management skills with experience in procurement processes.
  • Strong analytical and evaluation capabilities.
  • Exceptional communication and interpersonal skills.
