Rate: £45.00 per hour (Umbrella)


A London Local Authority is seeking a skilled and proactive Housing Compliance Enforcement Officer to join their Private Sector Housing team. This is an excellent opportunity to make a direct impact on housing standards and tenant safety across the borough.

Key Responsibilities:

• Conduct inspections and investigations under the Council’s Property Licensing Schemes.
• Carry out Housing Health and Safety Rating System (HHSRS) assessments.
• Enforce compliance across Mandatory HMO, Additional HMO, Section 257 HMO, and Selective Licensing schemes.
• Prepare and serve statutory notices, and take appropriate enforcement action where necessary.
• Work collaboratively with landlords, tenants, and other agencies to improve housing conditions and safety.
• Maintain accurate records and produce detailed reports and evidence for legal proceedings where required.

Requirements:

• Proven experience in property licensing compliance and enforcement within a local authority or similar setting.
• In-depth knowledge of the Housing Act 2004, HHSRS, and all aspects of HMO legislation.
• Ability to interpret housing legislation and apply it effectively in a practical enforcement environment.
• Strong communication, investigation, and report-writing skills.
• Relevant professional qualification and HHSRS certification desirable.
